What is the name of your state?Washington

We live in a community property state and we are military (home of record is Arkansas). I have a debt that was put on my husbands credit reports because we live here in Washington. How does this whole community property thing work if you are not residents of that state. Not only that with us being military we of course move alot,, so does that mean he is forever liable for my debt that occured here in Washington and me liable for his?
