Company seniority revoked!

What is the name of your state (only U.S. law)? PA
Company claiming due to bussiness levels they need to eliminate 2 day light positions. They decided on total rebid of department to determine where we will fall on seniority list. They said they are going by hired date into the department and if two employees tie in this area then their company seniority will come into play, if tie in company seniority will pull number from hat to determine our number. We did this and now they are saying that company seniorty does not come into play and wants us to repull numbers from a hat with a wider number of employees??
Can they do this if other departments in the company have their positon due to previous company seniority policy???

Unless you are a member of a union, company seniority means absolutely zip in employment law. Unless a union contract says otherwise, the company can do anything they want regarding seniority, short of violating Title VII and related laws, and the law will have nothing to say about it. Sorry.
