live in md, to file case in ohio

I have previously(for three years) allowed my former fiancee and her parents to use (on loan)various household items which were to be retrieved and used by my fiancee and me when we moved in together. She has now opted to stay with her parents in a new home and I have demanded the return of those items or monetary compensation for those items( value $350.00).

Can I file a small claims case as a non-resident of ohio, and can I place a lien on their property until I receive the items or monetary compensation for those iyems?
