What is the name of your state? California

I had sold a book online to a buyer in Illinois in January 2008 for $74. The description of the book had indicated that a return for this book would not be accepted.

After receiving the book, the buyer emailed me to make a return as she did not need the book anymore. I replied indicating that the book description had stated that returns would not be accepted for this book.

Thereafter, I did not hear back from her. However, two days ago, I received a letter from the Office of the Attorney General in the State of Illinois stating that she has filed a complaint for not being allowed to return and get a refund for the book.

If she is this adamant about returning the book, I am fine with it and will give her a refund.

However, I would like to find out the correct procedure in replying to the letter as it states - "The issue has to be resolved and a written resolution has to be sent to the Attorney general within 10 days."

Please advise. Thank you.

Send a copy of the online listing highlighting your no return policy. That will be the end of it. The Illinois Attorney General's office has no legal authority over California citizens and they will not make a federal case over $74. I had a similar situation with the Wisconsin AG's office, I sent them the URL of my Ebay auction and told them to not contact me again concerning the issue. I never heard back from them or the buyer again.
