My petition on removal of the condition has been approved (had to go to a local office for that), so what's next? Are they going to send a welcome notice? A new green card? I am eligible to file for citizenship this April, can I file if my green-card will not arrive?

You should be getting a new 10-year green card. Once you are eligible for naturalization, you can submit that application.
