conditional vs permanent green card?

I just recently got married to my US-citizen wife I have been living together for over 5 years. I went to two different lawyers regarding applying for green card. The first lawyers said that within one year he would get me my conditional green card after passing the interview and after two years of the issuance conditional green card he would get me my permanent green card. So in total it would take around 3 years. This is mostly the same information I saw on the web. The second lawyer on the other hand said, if you file the case in Fresno?? it would take around 2+ years for the interview and ones you pass the interview you would receive your permanent green card without even dealing with the conditional one. Is there any truth to that? I am really getting confused and want to know under which condition in a marriage do they issue a conditional green card. In all of them as long as the marriage is less than one year old? Thank you in advance for your replies
