The unit below my condo unit experienced water damage on their ceiling 5 months ago.

The building sent a plumber who supposedly tightened the radiator (the report doesn't say what part or that it was the cause of the leak). (which they didn't tell us about and they didn't charge us for)

The unit owner now wants to fix their ceiling and is asking us to pay the bill.

I contacted our insurance company and they said that if it is our responsibility, the association must provide us a letter saying that we need to pay for it (and point out the reasons why).

The building (board of directors) says it is not their responsibility to arbitrate issues between 2 unit owners.

Who's responsibility is this? Does the owner of the unit with damage file a claim if they want us to pay? Can we file a claim based on the unit owner saying we are responsible.
