Condo Unit Hurricane Damage repair

Hi:
My first floor condo unit was damaged by water infiltrating from
somewhere above my unit last September. This is the third time
it's been damaged by a hurricane the last three years. The previous
two times, the HOA and Property Managment prompltly filed an insurance
claim and had it repaired fast.
This time they are not doing anything to have it repaired. I've sent
e-mail to them and telephoned them but they are not taking ownership
of this problem. The President of the HOA suggested I file a claim
on my insurance to have it repaired. I told him I refuse to do that
because it is a building integrity problem and the structure is part
of the common areas and therefore falls under the jurisdiction of the
HOA/Property Management. I reminded them that they also must locate
and fix the source of the water leakage before the repairs are done.
The Property Manager claims he was told by the President of the HOA
to put the repair on hold. No explanation given.
What can I do to light a fire under them? Can I have it repaired and
send them the bill? Can I sue? Hurricane season is coming and I
know the North Carolina coast will get hit again.
I'd appreciate any advice. Thanks.....
