What is the name of your state?What is the name of your state? Oklahoma

I work for a law enforcement agency, and we are in the process of holding an academy. We have the test scores (and their corresponding answer sheets) for all of the cadets and want to know if it is legal/ethical for us to scan them into our computers for use digitally? Doing so would require us to send them to the records management division where people outside of HR and the academy personnel could view them. Any advice?
