Two of three HOA board members voted in the affirmative to cause the same HOA to pay at $1000 towards the landscape modification of one of the voting board members. The third board member voted against. The motion was made during a period of the board meeting when director appointments were being discussed. The fashion in which it was introduced by the director that was gaining financially from the decision, and hastily being voted was tantamount to collusion. It appears to me that the two director had predisposed of this matter and attended the board meeting knowing that they were going to vote in the affirmative to enrich the moving party.
Who is the legal authority to lodge an investigation of these facts?
