confused about child support

My husband and I are recently married, living in Oregon, and have a problem. He has a son, the mother turned over physical custody of the child at birth to her mother, but did not turn over legal custody. My husband has been paying child support to the maternal grandmother, and has recently been notified by California that the mother was claiming welfare and state support for the child, when she did not have physical custody of him. She has never given any monetary support to her mother for raising him, nor has she visited the boy. Now, in addition to California garnishing my husband's wages for back support of approximately $20,000 Oregon is claiming $9,000 for back support.

Does anyone have any suggestions on how to stop California from taking my husband's wages and go after the mother for false claims? Any suggestions for dealing with Oregons claims on back support? Would filing for parental custody stop California's or Oregon's claims? Would we be able to have shared/joint custody with the maternal grandmother?

Any help would greatly ease our headaches.

*shaking head* which did the father not file for custody the MOMENT the mother abandoned the baby ?

He needs to get an attorney as the state will grind him into dust to get that money. If he can prove that he is current on the CS payments and that the mother lied, then he should be free and clear.
