What is the name of your state? New York

THis is kinda stupid but I would like an answer.
About a week ago, I received a advertisment in the mail that stated to come in because I may have won $10,000 cash. As stated on the letter I simply had to scratch off the gold dot and matching numbers win prize. If I had one of the matching numbers I definately won either a vacation., $10,000 or $1,000 online shopping spree. Then there was a ** next to the prizes so i looked on the back and it said in exact words..Odds of winning grand prize 1;250,000 odds of winning poker set or gas certificate 249,999:250,000 (which I don't understand why poker set and gas when its not mentioned as a prize). Anways, I scratched and saw that my numbers match. I went down to the store to claim my prize. I showed them my letter and they gave me this certificate that claims $1,000.00 in online shopping at this particular website, when I went to look around. They are over charging on S&H, which in there terms & condition state that i have to pay for the S&H and cant use my shopping spree certificate. There S&H is actual price of the item so you really arent getting anything for Free. Now isnt this considered fraud?? Isn't there anything I can do about this?? Any help I would greatly appreciate!

Can't I take them to small claims court for $1000.00 shopping spree that I supposebly won? P.S. The advertiser who sent me the letter is actually for a dealership to draw you in to buy a car. The website is under some other company name.
