What is the name of your state (only U.S. law)?
We are in WA state.

In year 2013 we sent money to my mother to support her and the amount we sent is more than her need/ expenses.

But she also made money ...same amount we sent her ...now when I read about IRS it says...you should have provided more than 50% of her
support ...which we did but do we have to consider money she made?

or we can go ahead and claim her as dependent?

If your mom had a gross income of over $3,900 then you cannot claim her.

Unless your Israeli mother has US citizenship, it doesn't matter because she's not a tax dependent regardless.
