What is the name of your state (only U.S. law)? PA

I was recently removed from an non-management professional job in my school district and moved back to teaching. I received a perfect performance review. A school board member had been complaining about my performance to the superintendent prior to my removal. Turns out that the board member is quitting the board and taking the job I was removed from. I suspect this was a conspiracy. The damages to me are appx $12K per year. Do I have a civil case?
