If a NCP is not following a parenting plan (showing up for less than 10% of parenting time), can they be held in contempt of court?

Not as such.

You cannot force someone to be a parent. You can just force someone from keeping the other party from being a parent.

You still have to show up at the agreed upon drop off.

You can file for a modification to the parenting plan; asking to reduce the NCP time since they are not using it. That way you don't have to waste your time showing up at drop off for exchange.

Let me caution that UNTIL a judge modifies the plan, attend every single drop off.

Its been suggested in several other threads that when you show up for the drop off, use a public place where you can buy a bottle of water or something, using the receipt as proof that you attended the drop-off/pick-up.
