What is the name of your state (only U.S. law)? Indiana

We purchased a home 5 months ago. The seller of the house was also the realtor. Our purchase agreement stated that before closing the seller would hire a "professional roofing company" to remove the 5 layers of roof that was on the house and re-roof the home. This was done and we moved in. After about 3 leaks we hired an inspector to come out and look at the roof, he stated a list of problems with the roof. Basically he stated the roof was sub-par. For the last 4 months we have been trying to get the seller/ realtor to fulfill his contract by having another company out to re-roof our house but it seems they are stalling. It seems they want us to wait until they sue the first roofer to get the money to do it again, meanwhile we are stuck with a bad roof. To me the seller/ realtor is in breach of this contract. Am I right? Can I send a certified letter stating they have 30 days or I will pursue legal. Can I file a complaint against him with the board of realtors since he was also the realtor? help!!
