What is the name of your state (only U.S. law)? Maryland

Hello All -

I had a contractor start on my house around mid June. The contract states that the job would be done in 10-15 business days. 3 months later, he's still not done. A month ago, it was blamed on him losing his best employee. Yesterday.. "they sent the wrong Windows".. I'm beyond frustrated. I made the Initial deposit and one payment. All is left is the final payment, once the work is done. My plan was to rent the house out after he was finished.. so I'm losing around $1500 a month. Should I take him to small claims court? The total job was $8100 and I have about 1900 left to pay. Should I not pay the $1900 and let him sue me? Should I be going for more? My life is so busy right now that I'm having a hard time with keeping up with things. Any legal advice would be greatly appreciated.

Thanks
