What is the name of your state (only U.S. law)? TN
Signed 2 contracts with an independent contractor and he has not returned to finish. I have paid $6400 on my deck which covers more than originally stated and $2700 in materials for siding to be replaced. He left about 3 weeks ago and I email and text him daily with no reply. What can I do legally?

Sue him. That is all that you can really do.

Assuming he is or should be a licensed contractor you can also file a complaint with the Tennessee Department of Commerce and Insurance. Here is a link to do just that. If they take action against him it will help in any lawsuit you may file.
