What is the name of your state? PA

Would it be legal for me to copy a cd/dvd/vhs and not sell it but charge only for postage. Say only charge customer 3.85 priority mail and $1 for package. But item is free.

No. The only copying of a CD/DVD/VHS that you can LEGALLY do without a license is to create an "archival" or backup copy of the CD/DVD/VHS for your own personal use, and that backup copy may never be transferred in ANY way (including lending or renting) without also transferring the original. The opposite is true as well -- you may never transfer the original in ANY way (including lending or renting or selling) without also transferring or destroying the backup copy(s).

Anything else is copyright infringement.
