Does anyone here know the specific rules regarding the reprinting of material found on public message boards?

Example: Someone reads Message Board A, which is open to the public. Seeing something that would interest their friends in another forum, they copy a post or even an entire thread, and paste the thread directly onto another forum, either public or private.

All items posted in this forum, and most other forums, are considered property of the forum owner. They are the ones paying for the forum. I know of a forum that was shut down because they were copying threads from one of the internet's most popular forums and claiming them as original. I would be offended and strongly complain if I found a post of mine at another forum. Instead of copying a pasting, a link to the forum or thread would be more than appropriate.
