What is the name of your state? California

A recipe was given in a local news paper for those who wanted to try it out. My question is can I change a few of the ingredients to produce similar resaults and market it into a product?

If you change some of the ingredients then it's not the same recipie. So yes, this can be done. But at least change the name.
