What is the name of your state? PA

I want to know what possiible penalties could be placed on me.

If I placed six different songs in .mp3 format and placed them on a cd and gave them away for free on my website though only charged for shipping (not even handling). Is this the same as file sharing like Napster used to do?

No, it's not exactly the same thing as Napster -- but it is just as illegal, and could subject you to a lawsuit and potentially huge fines.

I removed all full versions of music from my website. There is only less than a dozen. If I had full versions on my website and anyone could right clic on their mouse and select save target as they can copy the song, libling me with copyright infringement.

But what if I had all songs back on my website and set up they can be played, BUT NOT PERMITTED TO BE SAVED. I have found websites with similar set ups. Would this be legal. Free broadcast but not copying/saving.

That would also not be legal. You are right, it's not saving or copying, but control of digital streaming and digital delivery of audio works is also a right conferred by copyright, so you can't do it legally without permission.
