What is the name of your state? Texas

I want to start a company that makes highlight videos for youth sports teams, where I use their video clips along with some of today's popular music. If I wanted to use a song by an artist, could I just purchase 1 copy of their song via the internet in mp3 format to make using it legal?

For example, if I sold 50 highlight videos, could I just purchase the song I used in it 50 times from an online mp3 outlet?

The answer to this is no -- you need the proper licenses to use music in this way. You might want to try the search function on this site, this type of questions gets asked a lot. But basically you will need to purchased a musical work license from the Harry Fox Agency, and you will need to negotiate for a sound recording license from the record label -- and you'll need both licenses for each song you want to reproduce in this way.
