I cosigned a car lease with my girlfriend. she has the car now, do I have rights to take it without her consent?

Please advise.

Whose car

No, you can not take the car without her consent. However, if the title to the car is in your name, you are entitled to the car and you could have the police get it for you. Co-signing the loan does not give you any rights to title or possession.
