County Attny Has Let Me Down - Now What?

Tucson, AZ - I have been dealing with the County Attorney's office here in Pima County for several years now. NCP is in arrears over $10,000 - have not received a payment since Sept 2000. I called Cnty Attny as soon as I didn't receive a payment and told them that NCP had returned to Tucson from CO - I gave them two addresses - the one where I had been told NCP was working and one for where the man he works for works and lives. I gave them addresses and phone numbers. Employer is aware of child support order. CA sent out new orders - still nothing. In December 2000 I asked them to go forward with legal proceedings. It took almost a year to get a court date. We went to court on October 29th - CA office did not serve NCP properly - they did not serve him personally. When I got the papers from the CA office I saw that the address on the Sheriffs Notice was not right. I called CA office immediately and told them of the error - I was told it was not a problem anyone could sign for the subpenea. Needless to say the judge was not happy with CA office on the 29th. We had to continue the case until the CA's office could serve NCP properly. The next court date is Monday - Nov 26th. As of this afternoon (Fri 11/23) he still had not been served. What is my next move? CA's office said I could show up to court on Monday if I wanted to but there wasn't much that could be done if he wasn't served. I know for a fact that NCP is at the address I gave them and don't understand why CA's Process Serve can't find him. Can I serve him myself? What is my next move? CA's office has drug their feet on this for a year now. I handed the NCP to them on a platter! Would I do better to hire and attorney instead of dealing with CA's office?
