county denied aid due to countable property

I'm a single mom (divorced) and I was laid-off from my job in Sept. '99. At that same time my ex-husband had his child support modified and now he only pays $60.00 a wk. which is garnished out of his wages by the DA and once a week I receive a $60.00 check. How can they let him to that when he is making at least $2500.00 from his job and also has income from renting out a condominium we both owned and lived in when we were married?
What little bit of money that I had saved up from the job that I had is all gone now and my sister is helping me out with food and clothing for my 9 yr. old daughter when she has extra money. My daughter has been sick lately and she needed medical attention and my ex-husband wont give me her medical card and he supposedly has insurance coverage for her. I went to the the social services department to ask for aide for my daughter and I in Feb. and filled out the paperwork they wanted me to fill out in order to get aid. A week later I received a letter from the county welfare dept. stating that I do not qualify for any kind of aid due to the fact that my countable property is more than what the county allowed. I called the social worker that interviewed me and asked how can my old car exceeds the $2000.00 dollar property limit and he told me that he would get back to me regarding that matter. A day later, I received a letter stating that the property is a condominium that my ex-husband and I purchased when we were still married. My ex-husband told me that he had my name taken out of the property a couple of years ago after we got divorced. I believed him since I do not know anything about real estate and I left it at that.
When I contacted the social worker again and asked what I could do he told me that I had to sign an agreement that in order for them to help me I would have to sign some paperwork agreeing for them to put a lein on the property and an agreement to sell the property and I have 9 months to sell the property. He also said that after the property is sold, I would have to pay the county back for any aide I got for the 9 months I was given. I did not sign the papers agreeing to those conditions because I don't know if my name was really taken out of the property and I don't know where to begin to find out... but I really need some help. My ex-husband just moved back into the condominium after 1 1/2 year of having it rented out because the people that were renting the place moved out and into their new home.
My dilemma is how do I go and sign any kind of and agreement to sell a property when I don't even know if my name was really taken out nor do I have any of the paperwork on that property. How do I go about finding out if my name is still on the property? Do I need to get an attorney to find out and help me? If I do need an attorney how will they do the work for me when I don't have any money? Can you please give an advice on how to find out if my name is still on the property and would an attorney help me when he/she finds out I do not have enough money to pay for their services?Please advice me on what I need to do. I'm struggling to provide for my daughter and her needs, please give me some advice on what I can do and get some help...
