County duty to maintain roads

I live in a subdivision with only 3 residents. We have a 1/4 mile long paved road. Original owner built and paved the road. I purchased in 1996, road was poor so I had to re-pave it ($16,000). Adjacent land owners declined to contribute ... getting a free ride.

Road is dedicated to the public on county plats. Everyone uses the road. Country says they are not responsible for any maintenance. VDOT says they do not handle country roads.

Aside from being SOL .... what can be done, if anything?
Where can I find laws regarding the counties duty (or no duty) to maintain the road?

Is there a way to force the neighbors into contributing against their will?
