County law vs. City law (California)

I currently reside in Northern California. I am interested in opening a medical cannabis dispensary in the City of San Jose who at the moment as NO ordinance against medical dispensary, its just not in the zoning code manual. There was in ordinance in the City Zoning Code but in 2001 the Zoning Code Manual was overhauled and it was removed, but nothing was ever stated that they were not allowed. The County of Santa Clara that San Jose resides in has clear ordinances allowing dispensaries and outlines the procedures.

In a situation like this, does County trump City if the City does haven't anything specifically stating they are banned.

Also, side question:
If an ordinance is voted and unanimously passed by a board and mayor, in order for that ordinance to be removed who it have to be voted on the same way?
