What is the name of your state (only U.S. law)? PA

I have a court date for an old credit card debt. Last payment was made in 9/2006 - the original card amount was $400 - missed a payment and fees and interest snowballed - - I made payments but the fees, etc.. kept rising - when I asked them to cancel the card and i'd keep making payments (just so the $$$ didn't keep rising) they said let it go to collections then the fees, etc... will stop and they will put me on a payment plan.

When that happened I then went to schedule a payment plan - the total was now $1400. Unbelievable!!! They laughed at a $25-$50/mth payment plan. They said they could do one whole payment or split in 2 - that's it. Then the phone calls of harrassment began - swearing at me, at my kids and so on. I repeatedly asked for validation of the debt as well as a printout/history of how the charges came to what they were. They told me it's my account and i should know all that.

Someone mentioned seeing if LVNV Funding had a certificate to even file in PA - when I looked it up on the secretary of state website - nothing comes up for them - - but does for their :higher up" company "resurgent capital". Can this be a defense?

AND will this new law - - - Exempt Income Protection Act (EIPA) - - - prevent my bank account from be frozen?
