CP is making it impossible for me to serve papers

The mom (cp) told me verbally that she is moving to Arizona with our 8 year old son. I said no, and that I will not agree to this. The court date is Feb 16th and the papers need to be served to her by the 2nd (today). She has also deprived me of my son for 2 weeks now, (mind you I have had him 3 days a week since his birth). I don't know if she knows I am trying to serve her but she is avoiding all phone calls, and personal service at the her door. She does not work, so she really doesn't have to leave the house. I have got to get something done as she planned on leaving on the 10th of Feb, but now I find out she moved it to the 7th of Feb. It seems as if she is avoiding this going to court and I am running out of time. I only have so many people that have any time to help serve her.

There is no current custody order, I did sign the ROP at birth, she has never kept my son away from me now. I know she wants to go to AZ dearly but I will not approve of it, I told her the only way she can go is if she leaves our son with me. My response was "see you in court". I have all the motions and affidavits filled out.

3 questions:
1. Can I request the courts for less than 14 days service due to the time constraints.
2. If she doesn't answer the door or leave the house, what can I do. She clearly stated court is out of the question, because if a certified letter or sheriff deputy comes to her door, she will not respond.
3. With no custody order in place can she legally take off or are there certain requirements like (agreement between myself, or an ok from a judge)?

It's almost like a flight to avoid prosecution.

Please note, she never gave me any notice until 2 weeks ago about the move, I don't procrastinate :) but am running out of time!!! I am trying to be sneaky about serving her, but she isn't even taking him to school, and that would be my perfect chance to have her served.
