What is the name of your state (only U.S. law)? CA

Help! I sent payment via Paypal, and was then told that the high chair was missing parts. I said that was a deal breaker and have asked for a refund, and am getting ignored. Please advise (other than telling me I was a fool to pay without seeing the product - I know that already!) There was no indication it was incomplete until AFTER I paid.

File your dispute with PayPal.
Also, if your purchase was with credit card funds, file a dispute with the card issuer.

I maintain a ZERO balance in my PayPal account just for the purpose of having the credit card protection in the case of a seller dispute. This protection is part of the FCBA (Fair Credit Billing Act) and does NOT apply for a debit/check card or cash (from a PayPal balance).
