Can a Merchant charge to the customer using a credit card the cost of the transaction that the Merchant must pay to his/her bank? Is that legal? Please advice

**A: almost all merchants actually do, it is buried in the price of the merchandise.

As I recently found out, yes, it is legal. You can also tell the merchant to pack sand too. That is what I did.
