This is abhorrent that your sister would do something like that to her mother, but I don't want a family history to find out her sick reasons behind this stunt. The others are right, your sister should be slapped for this! I'm not sure but isn't that bordering on credit card fraud? I do know that if there are other interested parties on your mother's assests after she passes, it's basically a first come first serve situation. If other creditors or collectors accumulate her assets first, this credit card company will not have much left if anything. I know that they will try to threaten you and your sister into paying the bill as well. I know that unless your name is on her account or she names your or your sister as executor, legally you have no obligation to pay that bill. The executor doesn't have to pay the bill, but has to try to pay all of the remaining debt off with what she had left when she passed. If your mother has five or more good years to go, I would tell your mother to call the credit card company and put your sister on the card as a card holder, then your sister will have no choice but to pay the bill when the time comes (which is how it should be anyway). If your mother is far along that road, tell her to stop paying the card and put your sister on as a card holder. Obviously it is her debt anyway. Have her sign her house and whatever over to you before she passes, then there won't be any legal assests in her name for leins to be put on.
