Credit Card Payment Protection

I have had my two Capital One Credit Cards for over 4 years, at this time I am paying $6.00 each on a monthly membership fee, as before that, my credit was not that good, and now it is. I also pay a payment protection fee that runs around $.89 cents on $100.00, so I am paying on both cards anywhere from $4.00 t0 $9.00 a month, which really adds up after 4 years, as of march of 2002. I was told this fee was for when you can't pay your bill for up to 12 months, they would pay the minimum balance, like if you are out of work, on disability ect..., well we came on hard times a month ago, so I called the company and then was told that all it does is pay my credit off if I am deceased, Heck, I am the only card holder here, no one else is on these cards, if I had known this before, I would not have taken out this protection policy, I wanted to take this money that I supposed was in a savings type account and pay at least some of my credit bills, for at least a few months, I am in very good standing with this company, paying more than the minimum amount due every month, and really don't owe to much, in fact what I have paid in on the payment protection would just about pay the cards off, I feel that I was lied to, I called the company and this girl told me that she really can't tell me where the money I have paid in goes to. What is going on?

Most payment protection plans have two components, Life and Disability. It sounds to me like you were only paying for Life and did not sign up for the Disability part of it. If it was your intention to sign up for both and you have documents to support this claim then produce them and go back to Capital One and tell them. Otherwise, you're probably out of luck.

By the way, this money doesn't go into any type of "account." It is more along the lines of paying a premium for insurance which is exactly what payment protection is, an insurance plan/policy.
