What is the name of your state? United Kingdom

To Manufacture and or market a device soley designed for allowing DVD playing equipment to be connected to a television which has no AV connection, via the VCR AV input and RF output.
Other legal useses include stabisisation for normal television viewing from DVD.

If missused by the consumer the device could be used for circumvention of technical measures employed to protect video material.

Devices such as you suggest already exist. They are called RF modulators, I have them on 2 of the TV's in my house. The TV's are older models without the standard AV inputs. I paid about $20 US for each.
