Does a courtmartialled person have a 'criminal' record in a) Federal Civilian Criminal Law (e.g. included in the NCIC database?) b) in MASSACHUSETTS law? If so, is this 'criminal' status through statute law or administrative decisions of State agencies (e.g. Attorney General's Office or as required to receive Federal funds)?

I believe it is a double whammy and any good background investigation will bring up a court martial.
Refer to the Code of Military Justice.
