we live in a subdivision when developed the town made a condition that there be a homeowners association and they would be responsible for rubbish removal for the owners. At the time the town did not have curb side trash pick up. About eight years past and at a town meeting the town voted for trash pick for all residents. we enjoyed curbside trash pick up for about a year. Suddenly they stopped cpu citing the "conditions ". is this legal for the town to do?
