what is the definition of custodian parent, legal natural parent and adopted parent?

i am asking because i pay child support thru the da's office. the childs mother is on welfare (for the last 11 years) the da said if the child was given up by the mother,
then i would just have to finish paying off my back support. I found out that the childs grandma is the legal custodian parent and the child lives with the grandma not the mom. How does this work? and why is the mother allowed to still receive welfare for her other three child (all with different dad's, and they are school aged. what happen to that welfare law about them getting into the work force. like the rest of us?
