Im asking for a friend of mine that lives in Oklahoma. Him and girlfriend has a little girl that is 4 years old. The mother is unfit mother because she has cats that live in the house and lets them go to the bathroom all over the house and the daughter lives in it. My friend have thought about calling child services but doesnt choose not too because he doesnt want his daughter to stay in a foster home until the court decides what to do. He is wanting to get full custody of his daughter and doesnt know what his chances are of getting it and also the cheapest way to file with the courts. I hope someone can help me point him in the right direction to help this little girl. Thank you.

If he's Not established as the Father , He has no rights until he is . That would take time .
If He is He should file for Emergency Physical Custody , but He's going to have to back up his allegations .

The only way to do that is by calling the police about the unlivable conditions of the house , and/or getting the CPS involved .

Other than that HE is actually willing to let the child live in cat urine and feces ? If so, he is no better than her.

Report her to the humane society. That will get the issue at hand addressed while you go through the system to work out the rest. It's amazing how faster it is for the authorities to address animal cruelty charges than child abuse!

At this point, we don't even know IF he has any legal rights. If he doesn't, it will take time to go through the system to be established as the father. In the mean time though, the humane society or animal control can be called. They usually get around to investigating cruelty to animals alot faster than CPS gets around to investing child abuse and neglect.
