dad leaves and takes kids with moms permission; what now?

hi. i live in texas and a friend of my family has recently moved out of his apartment that he shared with his girlfriend and their 2 daughters. when he left, the girlfriend told him to take the kids with him. she has verbally agreed that they can live with him at his new residence. but he wants this in writing. what should he do now? hire a lawyer and take her to court so he can get it in writing?

Retain an attorney and file for custody. It needs to be court order or any agreement is worthless.
