Dad responsible for entire hospital bill

My now sil had a child out of wedlock some years back. Why is he responsible for the hospital bill (C-Section) AND child support.

They are both guilty of having sex. The mom started working after the birth but he still has to pay child support.

Why isn't she responsible for half?

Was he court ordered to pay all the hospital expenses? Was mom on state aid? Did he pay for all the prenatal care? Medication? Those hideous maternity clothes?
