What is the name of your state? North Carolina

While relocating my gas line, the gas company accidentally severed my electric line due to incorrect markings by the locating company.

As a result, several items were damaged due to power surges. One of those items was my 6 year old laptop. Although willing to reimburse me for the damages (2 months later), the locating company only wishes to give me $300 for a laptop that cost over $4,000 when purchased.

I don't know if I should accept this offer and move on or pursue the issue further. Can anybody tell me what I am entitled to in this situation?
