What is the name of your state? TN

WHAT DO YOU DO IF THE DA'S FILTERS OUT THE CASES THAT IS TO BE PRESENTED TO THE GRAND JURY THAT HAS EVEN BEEN SENT BY GENERAL SESSIONS JUDGE AS HAVING PROBABLE CAUSE. WHO DO YOU TURN TO. THE DA'S TELLS EVERYONE THAT IF THE CASES ARE NOT WORTHY ENOUGH HE IS NOT GOING TO PRESENT THEM. THE OFFICE LOOSES FILES AND THEN BLAMES THE PEOPLE AND SAY THEY NEVER GOT THEM. CASES ARE PUT OFF AND THEN NEVER RETURN ON THE DOCKET OR GET NO BILLED. IS THIS THE NORMAL PROCEEDURE? LETTING CRIME GO UNNOTICED TO LOWER THE CRIME RATE OR PROTECT THE ONES DURING ELECTION TIME.
