Daughter wants to live with Dad

What is the name of your state? Pa
I(dad) live in Pa. with son(15) and ex-wife and daughter(13) live in Ohio. Daughter wants to live with dad because of some emotional issues with mother and boyfriend. Ex-wife agreed to this and I suggested she write a statement letting daughter live with me and have it notarized. Would this be a legal document and would we have to go back to court to have it finalized? Divorce was done in Ohio and I live in Pa. Where would I have to file if I would like to try to get custody of daughter? Any help or words of wisdom is greatly appreciated!

It might be enough to enroll the child in school (not guaranteed though) but it would not be enforceable in any way. Mom could take the child back any time she wanted to.

If you want to file for actual custody, you would have to do it in Ohio.
