Daughters have dirty faces & unkept hair

Who can a person contact to get help on daughters not being taken care of. When I pick them up for my visits (I am not the custodial parent) their faces are dirty and their hair is alway hanging in their eyes. My ex always keeps her hair done but never my daughters. When it is trimmed, it is haggled and uneven and the girls claim that a friend of Moms cuts it for them. DCFS says they can't do anything. I pay support by the book and with the amount I pay the money is not the problem. I live in Illinois

Unfortunately there is nothing you can do except take the children to the hair saloon when you have visitation.
