DCS lowered Administrative Order on phone?

I have an Administrative Order for my two oldest children. I have a Superior Court order for my other two children.

My oldest daughter moved in with her BF. I petitioned to have the order modified and while awaiting the hearing I mentioned to DCS that my oldest was now living with her BF. They immediately took her amount off the child support order. I thought this had to be done at the hearing. It's only right I don't receive support for her, but I was surprised. If she moved back home, I would have to petition to have her put back on. Was this right?
