My ex-wife does not show up to pick up the children for her scheduled visitation. She has not shown up or called for more than a week. What can I do to terminate her parental rights to the children?

A ncp doesn't have to exercise visitation, let alone start talking about TPR after 1 missed visit.
What is going on here?

One week and one missed visitation and you want to terminate rights? Are there other issues? Is this a repeating pattern? My ex hasn't shown up or called for nearly a year, this is a repeating pattern. While I have legal grounds to terminate, it would still be a battle. Be careful what you wish for and be prepared to pay the price!
