I purchased a home the end of March in the Chicagoland area. We discovered this week that we have 3 dead trees in our front yard. Our neighbor said they were dead last year. There is not a statement on the disclosure form in Illinois that addresses dead vegetation. Do I have any claim to getting the $900/each to have the trees removed from the previous owners?

Not unless you can prove that you wouldn't have bought the house if you'd known the trees were dead, and can convince a judge that such a decision would have been reasonable. Rent some chainsaws for the weekend.
