deadbeat dad and homeschooling

What is the name of your state?PA Who can home school their children? The father of my stepchildren is trying to talk them into moving in with him to avoid paying support. tells them(14 &11year old) that then they dont have to go to school and can stay home and play more. he has yet to pay any support and I wondered if he can school them? does he need a tutor for them? If their mother objects what chance does she have if they say they want to do this? Is there a site where i can research this?
