dealership won't give me refund on warranty

Im from new york, and recently i bought a new car from a 3rd party dealership and had to pay 3k additional in order to get the car which was theft detterent by allstate insurance, it covers if the vechile is stolen. It covers 5k if your car is stolen, the car is worth more than 5k. My question is, I called allstate and wanted to cancel the theft detterent and they told me only the dealer can cancel it on my half and I can get a refund. I called the dealer, I am sure they are not going to cancel it, if its possible unless i threaten them with legal action. They would be allowed to keep the extra 3k for their own pocket. Is their anything I can do to get them to cancel this theft detterent that I don't want on my car. The dealer is acting shady. Sometimes even ignores phones called on purpose. Allstate said I could receive some money back if its canceled based on my cars mileage, and I havent't drove the car long and the car is payed off. Suggestions?

Some important points:

Allstate Theft Deterrent includes part-marking technology easily placed by the dealership on parts of your car, such as the engine or exhaust, as a warning that your car has a theft prevention system. The vehicle is registered in a national database accessible by law enforcement.
The dealership marked certain parts of your car and registered your car and parts in a database. Whether or not you wish to continue with the program, that work cannot be "undone", and therefore some associated portion of the $3000 is not refundable under any circumstances.

Please see your contract for details.
What does your contract say about the theft deterrent? Why did you agree to pay $3000 for a $3000/5000 benefit only if your car was stolen?
